Foreign Gifts and Contracts Reported by US Colleges

Section 117 of the Higher Education Act requires US colleges to report foreign gifts and contracts worth $250,000 or more a year to the Education Department. ED's release complete through September 30, 2026 lists 142,535 transactions worth $75.94 billion. Middle East donor countries account for $18.58 billion of that.

All 191 donor countries and attributions

20 U.S.C. 1011f imposes a reporting duty; enforcement is a civil action by the Attorney General under 1011f(f), and the statute does not prohibit the gift. ED publishes the reports as filed. Source names are often withheld, so most rows show only a country.
